It means literally "Heaven the kingdom".
"Regnum Caeli" (or Celi, or Coeli) or - even better - "Regnum caelorum" means "The kingdom of Heaven", and that is surely also the meaning of your phrase, although it's not the literal translation.

I don't know much Latin, but since I'm Spaniard, sometimes I can figure it out.

Caelum= Cielo = Heaven/Sky
Regnum= Reino = Kingdom
