My mother tongue is French, yet this one looks tricky.

It's deliciously outdated. Sounds like this has been redacted by a French notary, and looks funny to hear and read. "Aisance" is a word that hasn't been used in that sense for ages, ie. "Commodities", and "Voirie" nowadays means more "public garbage collection" than "public roads". Roughly speaking, that could translate to: "Public roads commodities", but I strongly doubt it really comes down to that. Could this be a text coming from Québec?

For sure, French-speaking clerks can be as obscure as any others as they come. Sorry I can't be of more help. Administrative French belongs to another, remote planet in this galaxy.

Merry Christmas

public roads facilities

The word "aisance" means "easy"
in this sentence "aisance de voirie" means that the residents have facilities with respect to public roads (maybe they don't have to pay takes or they have the right to go on prohibited road for the others)...
