Look for a plate riveted to the frame with an identification number. Probably near the hitch.

A horse or prime mover with its trailer is registered by Public Vehicles Department in India for plying on public road. Without this registration number the duo can not be used in public places. The same registration number is affixed on the prime mover and the trailer and is called the registration number for the two. Whereas the prime mover may be driven on public road without trailer, the trailer can be used on public road only with the prime mover bearing the same registration number.

it was a regestration number given by the RTA authoraties for identification before permenant registration
