Try Konfabulator from Yahoo! There are literally hundreds of 'widgets' you can use on your desktop. Notes, Weather, Etc.

I use the Yahoo Widget Engine with thousands of little "widgets" for your computer (one of which is a "notepad" feature). Also, Outlook has a "notes" feature built into it (but you have to have MS Office to have this)
