You can actually get a late model (circa 1930s) P-08 cheap as long as it is not minty. The nazi-period lugers used to sell for about $300 if a lot of the bluing was gone. Russian-capture Lugers sold for affordable prices as well. But remember, these were sold as surplus. This means that when lots dry up and there is a demand, price goes up. But I thinkt hat a late model in semi-rough condition shouldbe more than affordable. But I would not shoot one much. They are very old and ammo pressure sensitive in cycling.

You do not require any sort of a permit in order to purchase or posess a P08 Luger, or any handgun in the state of North Carolina. You do have to be 21 and meet the federal requirements.( non-felon, citizen of U.S.,pass background check, etc.)
If you wish to carry the gun upon your person, You will need to obtain a CCW, (concealed carry weapon) permit from your state.
The local police department can tell you your states procedure for obtaining a CCW permit. It generally involves taking a firearms safety, legal issues, and shooting course. (just a few hours on a Saturday.), and paying a liscense fee.
As far as finding a PO8 Your best bet would be to get a copy of Shotgun News and look up dates and locations of gun shows in your area. They are your best chance at getting a good deal. Apart from that, Mitchell's Mausers, a company specializing in surplus German weapons, carries Presentation-Grade P08's which you could have your local gun shop order for you. Presentation grade Lugers do not come cheap, though. They DO come in a beautiful fitted wooden case, though.
The P08 is an elegant gun, but it is an antique design and while still effective, it is a better collector piece than it is a defensive carry weapon. They are expensive. They are rare, They are expensive to repair if something breaks. They feel great in the hand. They point naturally. They are fun to shoot. They are beautiful to look at. BUT they are a 100 year old design. There are better daily carry guns out there for a lot less money. If you just want one to enjoy owning and shooting - then by all means go for it.

Try Gunbroker.com or Auctionarms.com. For a decent quality P08, expect to pay big bucks. Also, you will find the Luger is a finicky gun about ammo. If your permit is to carry concealed you will find that this gun is awkward at best. Some better and less expensive choices would be Glock, Kahr, or Taurus in the 9mm class.

Go to guns shows, they have plenty there. Be ready to pay at least 1,000 dollars though, they are getting rare and don't come cheap. You just have to undergo a quick background check if you buy from a dealer, you must be 21. You can buy without a bg check if you buy from a private salesman.
