Of course, there is! This has even led to the boycott of vinegar in some Islamic circles, as the Religion forbids alcohol intake.
Lots of Italian/ Mediterranean recipes of Pasta, including spaghetti specify use of Red Wine Vinegar.

Vinegar is wine gone bad. So yes there is alcohol in vinegar. Yes you can use red wine on spaghetti.
