carnt work out what goes wear and how loose supposed to be

You should still have the package directions - that tells you how tight to make the Halti.

Find the metal double ring (looks kinda like a sideways 8). There should be a loop of collar over the middle of it. Pull this loop up - that's the part that goes around the nose. The two buckle ends go from under the chin up and around the dogs head just behind the ears. The round ring at the opposite end from the "nose" loop is where you attach to leash. I used a Halti for a while but the nose ring kept riding up too close to her eyes. If you're not careful the nose ring can slip off and your dog can slip out of the collar. I've gone back to the old "choke" collar which works well if I can keep it up close to her ears.

Halti's are best fitted snug around your buttocks. It covers the furburger and keeps the poop from stinking.
