Try some fish oil capsules, or just fish. Some olive oil or flaxseed oil on her food every day is just as good. She sounds like she needs essential fatty acids.
A better quality dog food may be in order.
Zinc is also excellent for skin, so if you get some pumpkin seeds (sometimes sold as pepitas in the supermarket) and sprinkle a couple of spoonfuls on her food as well, that would give both her skin and her immune system a welcome boost.

I put a teaspoon of Olive Oil in my dogs food. Also, get a Oatmeal Dog Shampoo to bathe your dog. The colloidal oatmeal stops the itchy skin and is very mild. It just like humans that use Aveeno lotion or Aveeno bath. It works really well on my dog.

Too much bathing can dry skin out. This is a question for a vet.

My dog has very dry skin too and scratches alot....but we've been giving him fish oil capsules and it seems to help. You can find them at any drug store or health food store.
