My guess - 'cos it does depend on the recipe you're using - is top and sides only.
In general, most duck-roasting recipes have to make allowance for the fact that duck gives off a lot of fat in the cooking process, and so you're usually advised to stand it on a wire tray above a solid tin so that the fat melts into the tin (and you drain it off at frequent intervals because otherwise it smells horrible). It sounds as if you've got a recipe in which you first cook the duck at a moderate temperature (maybe it's stuffed?) and the foil cover is to stop it burning; and then your recipe may tell you to remove the foil and turn the heat up so that it gets that lovely crisp duck skin. (I stress that I'm guessing here).
But I think that if you were to wrap the whole duck there would be nowhere for the fat to escape to, and so (i) the duck wouldn't taste very nice, and (ii) you would have to be *very, very careful* when taking the foil off the duck because that way lies scalded feet as the hot fat pours out of the wrapping.

Only form a " tent " over the duck. If you wrap the duck, the skin will stick to the foil during cooking and spoil the appearance of the duck.

Cover just the top. It gets VERY fatty and will spit EVERYWHERE. It is really to assist in keeping the oven clean.
A handy tip is to drain off the fat often. Keep it in ice cube trays in the freezer. Makes GREAT fat for the roasties next time you are doing a roast.
