Communion as it is observed by most Protestant congregations is for those adults (mature children) who have a relationship with their L-rd Jesus Christ. In the Catholic church, due to differences in their theology, communion is open to those who are of a youthful age and upwards. It is considered to be a sacrament that everyone who is able is to participate in because Catholicism basis salvation on works and not faith. This is how the Protestant denominations came into being.

For Roman Catholic, those who go up and receive the bread or the Holy Host are those who were baptized and confirmed. If a person is already baptized and confirmed, the one who can receive Communion are those who are prepared to receive the "Body of Christ". To be prepared to receive the Host (Body of Christ), a person should be without sin, and if a person had sinned, he should first have his Holy Confession.

Communion is between God and person taking it. NO ONE is without sin and there is no one on this earth that can forgive sin, priest, preacher, teacher, or otherwise. NO ONE can take the place of God and forgive sins. The person has to repent to Christ Himself and ask for forgiveness. God have mercy on those who think that they can take God's place, and there is NO ONE BUT Christ who is a mediator between man and God, but Christ.
