That all depends on what version of Windows that you are using Like Windows95 it relies more on them then like Windows XP

If u find that some other program is using your bat files and u cannot access it ,it is advisable that after backup of the important data use any anti virus software, If the problem persists format the system,.
The route cause is virus.

Reinstall windows.
