A chick who is hot, confident, talkative (though they talk about unnessessary things with are lame and only said so that they don't feel boring), they laugh in histerics at nearly everything you say, and have barely any common sense? or... A chick who is attractive, is no jessica Alba body wise, but is attractive, really smart, only talks when they have something worthwhile in saying and have a really weird and annoying laugh which seems to pop up at the worst of times?

I think the choice is with the one to which you will feel most compatible. Perhaps the one who who talks unnecessarily feels a bit insecure and, as you get to know her, will show you a calmer side of herself. The one who is smart will probably be more interesting to be with. About her embarrassing laugh: we all have our foibles.

Sounds like U don't communicate very well with the girls you date.
If you really connected with them, you could tactfully comment on their traits that annoy you.
When you air out and discuss things that bother you, it makes for a more honest relationship.
But only do this if you care about them ... if you don't, you shouldn't be dating them to begin with.
I would say by your descriptions, the second gal is worth pursuing ... if her laugh is annoying, find a nice way to tell her it 'bugs' you ... and ask her if she would think about modifying it when she's is with you.
If she cares about you, it would matter to her.
