In the short term?
An event that helps people to forget that we are all different; An event that helps us to remember we are the same. Confused?
Each individual on Earth is a unique, powerful being with enormous potential, a singular corporeal entity very much separate from everything and everyone else.
However ...
Everything that exists came from the one thing that is, and currently is part of the one thing that is, forever. Some people call this God, Allah, or Energy. The simplest term for understanding this concept is to call us "The Universe".
Each Part, and the Whole, each have a role to play. An Individual's part is to be the brightest light, to contribute as much as possible to the Whole's brightness. The Whole's part to play is to keep the Whole whole. When people are separated, a few shine brightly but the Whole appears duller. Fortunately, the Whole can never be any brighter or duller than it is and always will be, forever. The distribution of the brightness makes our little sector of the universe seem brighter because of our proximity.
Now transpose this metaphor on your reality, wherever in the world you are. Depending on how much of the universe you focus on will define wether the universe appears bright or dull. Is the inside of your own head at peace? Are the residents of your bedroom at peace with each other? Your home? Your street? Your suburb? Your state or territory? Your country? Your planet? Your solar system? Your galaxy?
What event has united or separated the parts of the whole to create the circumstances in the space of universe you have focused on?
So to answer your question ...
"What does it take to make peace?"
In the long term?
It takes a suppression of ego by many individuals, who are well aware of their ability to be special if they choose to take advantage of the cooperation of the Whole, to become more than the sum of the Parts and thus propel the Whole into brightness. The size of the peace is directly proportional to the suppression of ego by the individuals, however not every individual must supress to the same degree as every other. Some will compensate for others shortcomings, making themselves humble for the benefit of the whole. It is these select few experts of humility that have been labeled over the millenia as saints, prophets, messiahs, etc, etc.
Now hear this. The ego is merely an imaginary manifestation of an individual's fears, all of which are based on the neverending ramblings of an undisciplined mind. Therefore the key to peace is in the training of young children in disciplining their minds to think when they choose to think, to feel when they choose to feel and not think, and to be calm and at peace with themselves when they choose. Inner peace leads to outer peace, which leads to peace with others which leads to a unified cooperation of The Whole toward a common goal wherever and however WE choose.
TOGETHER WE CAN ACOMPLISH ANYTHING!

You first of all have to have peace inside your heart, then you can think about what it takes to make peace in this crazy world.

You make peace with your enemies.
You and your enemy has to come to the conclusion that peace, which means compromise is in their best interests. Also, both parties must agree that each party has a right to exist rather than trying to destroy each other. Until this realization and/or enlightenment comes about, there will be war.

It takes war. If you want peace you need to fight and destroy the enemies of peace. Unless you do that you will not have peace.
