I'm a lifelong English speaker and I'm having an interesting time with the sentence.

I think it means that the writer of the sentence is saying that the authors (of whatever it is) are claiming they came up with the label for what the authors are talking about. The authors are also claiming that they were the ones that realized that "there is 'a shape to what is happening' and that is shifting the welfare responsibility mix."

In plainer language, the authors are saying they found whatever it is first, they named it and anyone who says they did it first are wrong.
