I did start a new project and now im seeking for people who like to chat and who like to meet new people... im searching for them everywhere but cant find anybody... where are people like that?

they are everywhere, just look...maybe it's where you are searching that's the wrong place. There are lots of telemarketers, receptionists, customer service reps, sales people and people in other careers who do a lot of chatting.
First of all determine your price (their salary) then place an ad in the newspaper.
