Through a computer DVD writer you can do this.First enter the
DVD Then copy it to the Nero burn software and uncompress it.
Now eject the DVD and insert the vcd add the uncompressed data to the VCD and click burn.YOU WILL GET A VCD OF THE DVD

first things you need are a computer that can handle dvd and vcd files adaquate storage space for the file and a dvd/cd writer (more commomly called a burner) disk drive.
and you also need software that can burn the file try http://www.nero.com or http://www.deepburner.com after installing the software follow the steps below.

#1 copy the dvd file to your hard drive using the software.

#2 After that open the burn disk dialog select the vcd project.

#3 Insert blank compatible media in the burner drive.

#4 Add the copied dvd files to the burner program project window.

#5 Select the burn files to disk function and wait for it to do so.

These steps are rather basic and apply to all burner programs since I don't know what one you will be using. varients of these steps are used in every burner program good luck.

Other programs that can burn files to disk are MusicMatch, Napster, RealOne Player (current version), Windows Media player (9.0 and newer), Roxio, Winamp, Clonecd. those are only a few of programs that are out there and these are the bigger brand name software's like K-Mart, Shopko, Wal-Mart would be bigger brands in big box retailer land.
