Ghanaians are exceptionally honest people and if this person really is Ghanaian then it's highly unlikely to be a scam. Throughout Africa, Ghanaians are noted for their honesty, integrity and trustworthiness and this is often exploited by people posing as Ghanaians (particularly Nigerians, Ivorians and Zimbabweans).
Ghana is a very poor country and many people dream of a better life in the west and will jump at the chance to move there, but they will be completely open and honest about their ambitions.
Try phoning the person, if they're actually in Ghana the number will begin with 00233 and the code for Accra is 21. However, most phones are cellphones and will begin with a 2. If the person says they don't have a phone then be wary - many Ghanaians do have a phone and even if they don't there are phone-centers you can phone and leave or receive messages.

The best way to judge a woman is to spend some time in her company. I suggest that you go there for a few weeks and find out from your relationship with her if she is right for you or not.
And if she doesn't work out, then there are many other women in Ghana who would love to be friends with a man from a western country. You won't have any trouble finding and meeting them there.
Perhaps going there in person for a few weeks is a best way to meet many eligible women and find one who is best for you. On the internet, your choices are very limited because most women in Ghana don't have any access to the internet.
Of course, the women you meet in Ghana will behave according to their local culture. And a part of that culture is that the man must pay for everything when he is with his lady and regularly buy gifts for her and even give her some spending money.
It makes sense in their culture because the man is expected to be the breadwinner. And he has to demonstrate his breadwinning abilities by being generous with the lady even before marriage.
What may seem like a scam may actually be no scam at all but a cultural misunderstanding.

They might say they moved to "Accra Ghana" to work, then got fired or something and now needs money to travel home to you. They fall in love with you in a matter of days. Also they have lots of bad spelling, and if you chat on the phone listen to his or hers voice for accents that might say "Zimbabwe scammer"

First she will send you a bunch of pic, she'll claim that she is poor, she will claim that she's in love with you and then she will ask you for money to bring her to the country to be with you.
Believe me when I tell you they try to run these scams all the time. I had to ask the same question about a woman from Russian and I got alot of great answers. Don't fall for it friend. If they ask for money I guarantee it's a scam.
