Yes you can be single and a foster parent. There should be several agencies listed in the phone book. There is the government agency (like Child Protective Services), or private agencies who contract through the government.
Being a foster parent is a good thing, but very often unrewarding. What I mean by that is the benefits of your labor often go unknown by you. There is a big need for good foster parents. Good luck to you!

I don't know about PA but in CA you can be a single foster parent. Try your local Children's Services and ask about county/state foster parenting.

Yes I was a single foster parent for 16 years and Adopted 1 child
at birth and she is now 10 years old. My old man was in prison
at the time and I was not going to wait for him to Adopt so I did
it with out him and she call him dad. Although were Mexican/
American and he is African/American, we love him both the same.
