Every time I leave water sit out in a container of any kind (plastic cup, plastic water bottle, metal cat water bowl), it fills all up with tiny bubbles clinging to the sides of the container. I've never had such bubbleage in previous apartments. What do they mean? Is there something weird going on with the water or temperature or air quality in my apartment?

The only thing present in your appartment thats causing what u said is an 'Air Mixer/Aerater' present inside the tap/faucet.

It causes the water emerging from the tap/faucet to cantain more dissolved air and more air bubbles in the water.
So place the water in any container bubles will stick out at the edges.
There isn't something weird going on with the water or temperature or air quality in your apartment

it probably means you are moving up in the world, and you finally moved into an apartment that is nice enough to actually have a screen(Aerator) on the faucet.
