I'm Korean, and I have no clue what it means. Romanizing Korean, to me, is an iffy thing. If you can find it in hangul (the Korean alphabet), I might be able to help you out.

I copied and pasted it in the google search engine, and apparently it was something someone said in Seinfeld at one point. And they said it meant "This guy -- is not my kind of guy." Check it out for yourself, fyi, i do not speak korean.
