She says that we are soulmates, gonna get married, etc etc. Stuff like that. What does she mean by repeatedly saying she is my soulmate. Does she like me more than as a friend or not? We are pretty good friends as of right now.

Yes... she might be joking, but when you joke you also say the truth, it's a way to make you think she ain't so serios about it, but yes I think deep inside she knows very well that she likes you...
ask her: are you being serious, I wouldn't mind giving us a chance?..

you could try the whole date thing (if she's joking) and see what comes of it. ... if you try the whole date thing and she's not joking, it'll be quite the drama fest if you don't like it and she had her hopes up.
