what do you do then it says=Error 1719. The Windows Installer Service could not be accessed. This can occur if you are running Windows in safe mode, or if the Windows Installer is not correctly installed. Contact your support personnel for assistance.

I believe that's a registry error, and it can be quite serious. However, before you try anything drastic like reloading your OS, try Microsoft's registry cleaner to see if the error can be fixed that way. This is safe to use, I use it weekly.

It will download some temporary files to do the scanning, then clean the registry and remove junk files and the temporary files from your computer.

Other than that, here's a link to registry repair that I don't recommend unless you are very experienced in working in the registry. I'm not, and don't intend to learn! But... here it is, read it carefully:

You can try this if you have the courage. Personally, I stick to working within programs and leave installing major programs, such as Windows, to the pros.
