Well thats a pretty broad question. Let me see if I can elaborate a little bit with some recommendations.

If you are looking for a traditional Tennesee Whiskey or Sour Mash, I would suggest Jack Daniels or George Dickel. Good ole straight whiskey!!

If you are looking for more a long the lines of a Kentucky Bourbon Whiskey, then I would recommend Makers Mark, Knob Creek or Woodford Reserve. All very good, higher end bourbons.

If you prefer the Irish Whiskeys, then try Black Bush, Michael Collins, or Red Breast. Very smooth and well balanced!

But if you are of the rare group that has a taste for Scotch Whiskey, then try Glendronach, Macallans, or Laphroaig. All single Malts and again verrrrry smooth to drink!

By popular opinion in my bar. Crown Royal. For a little cheaper Jack Daniels, Jim Beam or Windsor. And a top seller of the more affordible Lord Calvert

Scotch, or Canadian - Walker & Crown respectively
As far as American whisky goes you can't go wrong with Jack and Wild Turkey 101 always makes me merry, although technically its Kentucky bourbon whiskey

there is no such thing as the best as all of them are good , the best would be the one that you like for your self . I like glenmorrange if i spelt it right , there are to many to name , they do a welsh whiskey but have not tried it jack daneils is nice , and there is an irish one i think it is call black bushmills. but you will not get a nicer one than the one you have in frontof you at the time got to go now thirsty
