Soapy water (like Dawn dish soap). It is fine to rinse under running water. Dry with a clean soft cloth. Do not use a paper towel to dry, that will cause scratches.

I had that problem before and it's really easy to clean it without damaging it. Use some dish washing liquid and some cotton. Under warm running water wet the dvd on both sides, and then pour the dish liquid on it, go ahead and wash it with the cotton on both sides. When finished, dry with soft cloth. Then you should be ready to watch the dvd.

Run it under warm,, not hot, water to soften it then lightly rub some dish soap in it going in a circular motion around the whole DVD. Then let it air dry, it should work unless what ever it is, is glue or something like that.

soft towel and window cleaner or just water/soap.
the disc itself is covered in plastic, the old tale of don't touch it, hold it from the edges, etc is just that, an old tale.
you can actually bend a cd/dvd almost in half before it breaks, run it through a dishwasher or washer machine and have it still work or even freeze it.
if you get some scratches on it, just take some car polish and shine it back up, done.
they aren't china so don't be afraid of them like they are.
