My interpretation of this phrase is the reference to the act of love - of acting out of love without thought of good or evil. It's taking the act out of the context of the surrounding environment or circumstances or even the result. Thus the "act of love" is the focus without regard for anything else.

Nietzsche is implying, if not stating outright, that acts of love go beyond good and evil. As an example, I love my niece, and if she were threatened, I would kill to protect her. Killing is an evil act, saving her is a good act - an act of love. Its an act that goes beyond good and evil - its an act of love.

There are many examples one can find if one spends the time thinking about it... there are many situations in which one acts in an evil fashion to achieve a good end...

The idea here is that an act of love cannot be judged by normal standards (whether it was good or evil).

You cannot quantify, nor qualify love. It is completely subjective, and TRUE love does not recognize reward, or punishment.
