fringe area is the same as the "bang" area, just a new and updated way of saying it. european stylists have always used the term. feathered fringe is just lighter chipped out, more so than a heavy straight across fringe. frame is the hair that "frames" your face, from across the brow to the sides of the face.

Fringe can be bangs (English) but what I think you are talking about the little bits that hang off of something like a scarf. Feathered fringe is fringe that is made out of feathers. Frame can be what you put or picture in or anything that goes around something else. Like "it frames your face"
