You will have to put the original OS cd in the rom and then go to add and remove software. Choose the Windows components, and then it will re-install it for you. Hope this helps

in the config panel, you go to add/suppress programs. Just take care not to do anything wrong from here.
The list appearing is the list of external programs that were installed after windows. Don't touch here.
You should have on the left a picture to go to the windows components. I don't know the exact terms as my windows is in french. Then you should click on accessories, then click on details, then again on accessories, then again on details and Paint should be unchecked. Just check it. Maybe it will ask you windows cd-rom

You could try the System Restore which takes you back to a time when your computer was working good. Go To:
start
programs
accessories
systems tools
system restore
This process is completely reversable. And does not remove your personal files. Just go back one checkpoint at a time until your puter is working good again.

Click on your start button, go to all programs, and then click on Accesories, it should be listed under there as the 4th or 5th icon. If is not there, then you want to go to Start menu, and then search and look for Paint. Otherwise reinstall it with your windows CD, whether it be windows 98, ME, XP, etc.

go to START > SEARCH
type in mspaint.exe and search on th c: drive
when the file is found right mouse click on it and create a shortcut.
