Maybe its because of how you act.. In human interactions, teasing comes in two major forms, playful and hurtful. In mild cases, and especially when it is reciprocal, teasing can be viewed as playful and friendly. However, teasing is often unwelcome!

It means that you say and do things to insinuate something that you are not going to follow through with. It is game playing and makes other people frustrated and could get you in trouble should you do this to certain people.
