Rash on face sounds like it could be an allergy to something. She might be allergy to a medicine you are giving her, if there is anything new, that is the first time she takes a certain kind.The fever if its a low grade fever can be caused by the allergy. The cough, she might be getting a cold or getting over a cold. Allergy's can cause a lot of symptoms. I know cause we went through that with my son, he was put in the hospital to see what was causing his fever. It all amounted to allergic to the miacin drugs he was taken for a runny nose.It was causing his fever and when it was stopped his fever went away.

Depends on size of rash. Rash can be caused by the fever, after this amount of time I would advise taking here to her doctor. She may have flu, cold or some virus. Could be measles or chicken pox...you just never know.

I'm wondering if it could be something like chicken pox. Does the rash look like pus filled nodules. Does she have a sore throat too? If her fever goes too high call the doctor just as a precaution.

This sounds like a virsus. The kind that causes a sore throat and can effect the face
wash with warm soapy water, use alcohol on the sore and gogle good with salt water, give her soem benedral or the equate generic kind.

mostly she is having rubella or German measles, it needs some symptomatic treatment : hydration, anti fever, anti cough, some vitamins, and in 7 days maximum it will resolve

It could be several things but you didn't give enough info for an answer.
