When i pet my dog by the tail she tucks her tail in what does that mean?

the problem more than likely is that it's just a spot she doesnt like being touched. a very uncomfortable petting area, or that area could be sensitive.

Try to pat her there when she is super happy some times and that might help her get over it.

It is the classical submissive position, she likely rolls over on her stomach occasionally also with her eyes averted.
She is acknowledging your dominance in the pack. Dogs are pack animals and adapt to human interaction so well because of these herd characteristics. Humans are also pack/herd animals.
