The church of england grew out of the catholic church, as part of the protestant reformation.
The c of e rejected catholicism and everything that it entailed, while still basing it's rituals on the catholic church.
To the catholic church, officially at least, there can be no other religion than catholicism, so this split can't ever be recognized. If you can't recognize another religion, how can you recognize it's leadership?
That's a very, very brief synopsis. What you need to do is read English history, specifically the times during and immediately after the reign of Henry VIII.

The catholic church never recognized the church of England. Henry the VIII created the church England in order to get a divorce from Anne bolyne and to loot all the catholic wealth in the united kingdom. The church of England is effectively catholic light. It was a protestant Church not a real one. The catholic bureaucracy was simply replaced with a government sanctioned bureoucracy.
