My two dogs are one year apart in age. Frequently one dog always tries to bite the other dog's ears and on occasion the younger dog will yelp. Are they fighting or are they playing?

they're playing, but the older one is also showing the other one who is boss. it's fine!

I too have a Chi but I also have a dachshund and they "play fight" all the time...I think that they are just trying to show who's boss...
