It depends on how you are wanting to say it. Liar in spanish is Mentiroso for male and mentirosa for females. But if you are wanting to say that you don't believe his/her lies the you could say "ni te creo tus mentiras!" It's just a little more complicated than just translating "bad liar" sorry, I hope I helped you at least a little bit.

the best translation would be
metintoso/mentirosa patetico/patetica
meaning pathetic liar. I assume you mean "you don't know how to lie" = no sabes como mentir".
