Italy, beyond a doubt. Everyone is tired and surly because they've been circling for weeks in heavy traffic, looking for a place to park.

I guess there are 2 ways of looking at driving conditions, other drivers and road conditions. I know several countries where road laws are not taken seriously and people do whatever when driving. There are other countries that just have very poor roads.

The Philippines. Aside from having open pit in the middle of the road, there are no pre-warned barriers, no traffic diversions, pot holes and uneducated drivers. It is said that a blind person can get a drivers license there. If you think riding a roller coaster is exciting, go to Manila and drive around during rush hours.

Of countries with paved roads: China, hands down. Traffic laws are unenforced -- if they exist at all. Lines on roads and traffic lights are there for decoration. Turn signals are a guessing game. Pedestrians are targets and it's always open season. Crosswalks are there to help drivers and bicyclists hone their pedestrian aiming skills. india bombay has the worst driving conditions
1- There are lots of cows on the roads and they respect cows more than they respect each other. so as i heard if there is a cow on the road they can not move, they simply wait till the cow moves away.
2- thousands of people die each weak and they can not control it. i also think they do not want to control it to balance the increasing population.

italy! i had some cabrides from hell when i went. not to mension the autobon highway where there is no speedlimit. the italian driver of my car misses the exit so he backup up (ON THE HIGHWAY) and then turned in the right direction. innnsane
