Technically there is no real difference...
In general its all about what connections you have available for video input, and sometimes video output.
Originally, the monitor was simply a TV with special cables to link to a computer.
Today - you can use them interchangeably. I suspect that the TV lacks the standard 15 pin input from a computer video out.
A Plasma monitor on the other hand would be able to connect to the standard video out on notebook and desktop computers.
If you have a computer with S-VHS out, or the RCA triple out (red, white, yellow) the Plasma TV and Monitor are essentially identical.
I have a ten year old Sony TV, connected to a 2 year old Sony A/V notebook and all works well - I can play games on my TV, or DVD's, or audio CD's...
So technically, my TV is a monitor...
Anyway - if you're looking into it, check the video outs and ins of the stuff you've got, and make sure they match the TV or monitor you purchase.

A plasma television could be HD, and a HD television could be plasma. A plasma television could be ED (superior definition, 480p) or it may be HD (720p, 1080i, 1080p). HD television may well be a plasma or lcd (they're the two maximum everyday variety of of HD out now. There are cathode HD television, even nonetheless that is high priced and somewhat heavy. Laser television is likewise in the works.) Plasma television makes use of gases to form the photos. lcd makes use of liquid crystals to form the photos.
