No it means he will be the sole government. He will govern.

The entire government of man and the universe will rest upon him.

For example on the Day of Judgment all humanity (except the Baptists) will pass before the judgment seat of Christ. On that day Jesus will pass judgment upon each and every "and every knee shall bow, and every tongue shall confess" even those headed for Hell.

(I say "except the Baptists" cause they claim they are saved already, so Jesus doesn't need to judge them. Of course, Jesus never said such a thing, so they too will pass before the Judgment Seat of Christ, only they don't know it. And they will not necessarily gain entrance into Heaven.)

The body of Christ is made of all the people that have received the testimony of who Jesus is, that He is the Son of God come to the earth in the flesh of men to take away the sins of the world. We have received His sacrifice for our sins, and we have become the embodiment of Him in the earth - that is to say, He lives in each of us by His Holy Spirit. We are joined together by our faith in Him.

You must understand that the Bible speaks in figurative language much of the time, to illustrate what God is doing. One illustration is that the Lord is a Shepherd, or a keeper of sheep, and that we are His sheep (just like in Psalm 23). Well, using that imagery of the Shepherd and the sheep, a shepherd in reality many times has to rescue the sheep. And the shepherd in retrieving a lamb that has gone astray, would place the lamb on his shoulders to carry it back to the flock.

God sent His Son Jesus Christ to rescue the people that would love Him. Everyone that believes He is the One sent by God, becomes part of His government, His Kingdom upon the earth. So, in this passage of scripture it is recognizing several things. First that God would send His Son Jesus Christ to be the Savior. Second that He would establish His Kingdom in the earth when He comes. Third that He would be the One to carry His government, because it is impossible for man to successfully rule over himself. We were created to need a Shepherd. We need God to rule over us. We have made a wreck out of this world by trying to do it ourselves.

In the end of this world, Jesus is coming back to destroy all other governments on earth, and to establish His reign, His throne, upon the earth.

It is not worldly government, but heavenly government.
See what government was placed on His shoulder at His first advent.
When the Kingdom of God will be established, He or who else will be King?
