A ship?

Well this type of riddle can go two ways.

The most logical way is a Boat.

A boat has a stern, a bow, and locks that don't need keys to hold in rope. It does float and it doesn't usually go above sea level (crossing out an airplane as one of the answers) And a flag is usually found about 100 feet above the actual boat.

The second answer could also be a baby in a sink. Only because it has no language processed yet. It can't make proper faces. A child is usually securely dependent on its parents, and it usually wont drown itself.

also the flag could represent a towel or so...:)

The answer is hovercraft.

The flexible rubber is constantly lapping at the ground,
Like a boat, the craft has a bow, stern, and many keyless locks.
It most certainly floats, but not high,
and often has a flag perched so dry on it's small mast.
