should i let my 10 yrs old brother get a laptop he is a bit under avg maturity he cries a lot and wants to chat alot with the laptop

No. Considering the junk that's on the internet nowadays, you need to be mature to know not to make mistakes (This 9 year old girl I know almost gave away my full name and address when she was in a chatroom once and she started talking to some creep and didn't realize it), so I would wait a few years on that.

Is his crying so annoying that you would rather not have him around you? If so a laptop will probably be the perfect idea. He will be on line most of the time and less annoying to you.
