First off, don't chew gum. The excess saliva produced actually produces more odor. If you're really worried about your breath, get some altoids or something that you can just suck on or chew up for a "quick fix."
As for what you should do during the kiss...to be honest, the thing that will make it the most memorable is what you don't do during the kiss and what you do before and after.
What I mean by that is, just as sex is better with foreplay, kissing is better when something leads up to it. There's a moment and you'll feel it.
While you're kissing her, don't try to feel her up. She'll pull away and it will definitely be a kiss she'll remember, but you're liable to get slapped or at least get dumped.
Instead, put one hand on her face, very lightly. Perhaps the back of your hand with your fingers curled slightly toward your palm is the best bet. Put your other hand around her waist or on her back, depending on whether you are sitting or standing.
Once the kiss is over, regardless of who breaks the kiss, don't immediately jump in for round two. Don't put any pressure on her, even if she seems to want it. Let her lean in toward you for the second kiss.
As to how you'll know she wants you to kiss her--you'll see it in her eyes. You'll catch her looking into your eyes for no reason. Glancing at you for no reason during a movie. She'll touch you more, whether it's playful pushing and poking or something more sensual. Just read it in her eyes. The best thing you can do is trust your instincts.
The way to make a kiss the most memorable is to be genuine. She'll feel it in the kiss. Be confident and show her you care with the kiss, not just that you want her.

chew some parsley (it can cure garlic breath, so what's to lose) and make sure to drink enough water (i.e. don't get dehydrated) from now on (that doesn't mean drink a gallon right before, because that won't be any good, and dehydration can't be cured instantly); dehydration also causes bad breath. Don't use mouthwashes with alcohol because they actually will give you bad & excessively minty breath, and if you end up deciding to either have a mint or gum right before, go for the mint, because gum is more likely to cause a bit of bad breath. [Sorry that sounded so repetitive]
One way to tell is if she keeps glancing at your lips, and if you lean in slightly and she doesn't back away then you can be sure.

Good dental and oral hygiene is an obvious must. Avoid garlic or onions, etc. just before. Breath mints are good. Timing definitely counts for a lot. Women tend to drop subtle hints that we guys aren't always good about picking up on. Women tend to give certain looks and like to touch you when they really like you. Generally, it's okay to kiss when she welcomes your touch with a warm response or at a minimum doesn't move away.
Confidence is a must but avoid being overbearing, especially with someone you don't know well.

woman's view point here:
I second the garlic thing but also be sure to brush your teeth and if you need a refresher, chew a mint.
Do not spray your mouth right before a kiss. it looks funny and it tastes bad too.
as far as the kiss...take it slow and be confident.
Remember to not only focus on the lips but also don't forget to grab her by the back of the head and slowly run your fingers down through her hair.
and after the kiss is done just kinda of linger and make sure to look into her eyes

I think that the most important thing is that you don't kiss her too soon like on a first date, unless she gives subtle hints like another person stated. If in a relationship wait til about the 2nd-3rd date to kiss her. French kissing shouldn't be sloppy, I hate sloppy wet kisses, not so romantic, breath needs to be fresh yes of course, if you chew gum don't forget to throw it out before you kiss. put your hands on her cheeks or around her waist not just out in 'space.' Mouthwash, gum, breathmints all of the above for fresh breath.

Body language is a tell tale sign of someone wanting to kiss. aFir breath, brush your teeth, avoid onions and garlic, and try some mints. Don't read to much into it. A kiss is something that should be natural. Good Luck

Timing is the MOST important thing. Yes, make sure your breath isn't bad and you're not wearing allot of Cologne, but Timing is key. You'll know she wants it because she'll give you subtle hints. A certain look in her eyes or a gentle touch on the cheek...etc.

Brush your teeth
Maybe suck on a breath mint before you kiss her...
To me a great kiss is soft and slow no tongue at first...just gentle kissing with you lips then slowly add just a little tongue don't choke her with it....and no fast movements just slow and nasty...like licking her lips and her tongue very sensually. You do that and shes your forever.

"A kiss she will never forget" involves more than just a kiss. It's how she feels about you. You can be a good kisser but if she does not like you it will be pretty much forgettable
