Fluid ounce is volume, ounce is mass (weight).

One fluid ounce of water at room temperature and pressure weighs about one ounce.

You are mixing apples and oranges.
An ounce is a 1/16 of a pound (weigh)
A liquid ounce is a 1/32 of a quart.(volume)
It is much easier in the metric system where there is a direct relationship between volume and weigh.
1 ml of water weighs 1 mlligram
1cc weighs 1 gram and 1000cc weighs 1 kilogram.
