Yes, some women can.
It depends on
1. Whether the hair follicles were sensitized to respond to testosterone in the early period of her fetal life. An indicator of that is to be found in whether her ring fingers are longer than her index fingers (another thing that's dependent on exposure to testosterone at that time)
2. Whether she has high levels of testosterone and/or low levels of estrogen and/or low levels of shbg (which stops testosterone taking effect).
3. Ethnicity. For example the average Caucasian American female has more facial hair than a pure-bred "First Nation" American Indian male.
After menopause, in the absence of HRT, most Caucasian women will eventually begin to be able to grow a moustache of some sort.
However there are considerable numbers of women who have sufficient moustache and beard growth to lead them to shave every day. Virtually every doctor will have several female patients who shave their beard every day. It's not in and of itself any cause for concern.
For the sake of the record, in the US medical doctors would normally reckon that a woman removing her moustache once a month is absolutely typical. A moustache requiring shaving once a week is heavier than normal but not unusual. Moustache growth would have to require shaving more than twice a week to be considered unusual in a woman, but even then not necessarily a matter for medical concern.

Not by choice, if she isn't genetically inclined to. Some women have active hair follicles on their chins or upper lips, due to genetics or sometimes becaue of a hormone imbalance. This is called hirsuitism.

depends on level of hormones but a lot of women have some hair that would be considered male oriented. feet, chest, stomach, face etc. you would be surprised at how many women come in to my salon to got waxed in places you would never even imagine.
