SOME Orthodox Jews do that; not ALL. It relates to a biblical law which forbids shaving, especially in the upper-cheekbone area. Those who are very strict at adhering to this law grow enough hair to 'pinch', or grow it long, which depends on their family tradition or specific religious affiliation. Most Orthodox Jews who let their sideburns grow long are Hasidic.

Like Hannah said, Leviticus 19:27 forbids some sort of shaving. Different groups interpret this differently (e.g., as only forbidding certain types of razors), so generally only Hassidim and certain other very religious sub-groups wear sidelocks (known in Hebrew as "Peyot").

The bible forbids shaving them off. That's the word of god. of course only the hassidic jews actually follow that particular rule.
