what's the best answer?

Include how long you've known the person... then in what capacity -- how and where did you meet the person? Were you co-workers, classmates, were you his teacher, etc. Then include details about the person - for example, Mr. _____ is very detail oriented. I know this because when we were working on this project ____________.... blah, blah, blah. Something like that. The more personal the better.

The best answer is the truth. If the applicant is a casual friend, say so. If a business associate, say so.

I think it is best to say how many years you have known the person and then say what you have done with them e.g. did you work with them? Do voluntary work with them? Say how this has helped you see their good points. e.g. We dealt with many difficult customers and Jim/Jane was always patient and helpful.
