It's usually expressed in the French form of "idée fixe" which means an obsession or what is known as "a bee in one's bonnet", i.e. an idea which gets into one's head and which one can't get rid of. It's not exactly a habit: more an habitual way of thinking.

A "fixed idea?" It means that whatever the idea is, it doesn't not change; it is fixed.
