You need to be more specific. The only time I've seen ham soaking or parboiled is the southern salt cured hams which I doubt that yours is. Most hams are precooked so you're really just heating it up. Otherwise you bake them in the oven.

If you are trying to fix ham for Christmas dinner
I reccomend Baked Ham....Oven 350 degrees...Put ham in baking pan...add about half cup water.Cover pan with lid or aluminum foil. bake till done...around and hour/hour and half.
If you dont have an oven..put in Dutch oven (large pot) add water and simmer on med until done.

soak? boil?
Bake the da** thing, baste with whatever: beer, ginger ale, not water; if it is PRECOOKED, just warm it, if you want.

If it is not cooked you must either boil it or bake it. Drowning it won't help.!! If you need help go to .....COOKS.COM......... They are very good....
