You should definitely wait until her second or third heat AND until she's had all health tests necessary for this breed and been certified cleared, has had a brucellosis test and you make sure both her conformation and temperament are top quality. Shelters are filled with unwanted pet quality dogs from BYBs.

to insure the health of your dog as well as the puppies she will produce, you will want to wait until she is AT LEAST 2 years old. Since she is a small breed, i'd wait until the 2 1/2 year mark before really considering it. Also, before you breed her, make sure you do a hip x-ray on her to verify she is not passing on unwanted problems to her pups. Make sure the stud you use is also x-rayed and some of the qualities you want the pups to inherit.
