its a little damp still, but i didnt shampoo or condition it, so how dry does it have to be before i put the bleach in?

It has to be completely dry. Also, it should be a little bit dirty so that the color clings on, and prevents fading later.

It needs to be completely dry. Make sure your roots are dry, too!
Use a blowdryer.

yes it does so your hair will absorb the bleach. water stops processing of color. make sure its dry.
