it's a way of saying theres no right thing to to. Or if you do that then that will happen but if you don't that will happen.
like if you were on a clif with a hungry lion, if you jump you'll hurt yourself or die but if you don't the lion may eat you. Catch 22

It's hard to explain so I'll use the example from the book "Catch-22". A guy wants to get discharged from the army, the only way to be able to get that discharge is by being crazy, but wanting to get out of the war is a very sane request, so obviously he isn't crazy if he asks to be discharged. Can't think of a better way to expain it, hope this helps.

A catch 22 is when you do something because of something but what you do strengthens the reason you need to do it so that it forms a repitious pattern. It's better if I give an example:
People put on makeup to cover up pimples. But makeup causes pimples, so the more you wear makeup, the more pimples you get, then you have to keep wearing make up, then you get more pimples, and so on so forth.

The novel is named after this, which can be called none other than a catch 22. Imagine you are in the army, and want to get out. To do so, you have to apply for dismissal on the grounds that you're crazy. If you apply, it means you're sane because you want to get out. If you don't apply, you're crazy, but you stay because you're not applying. Get the idea? There's no way out.
