depends on what cousin your dad is to her mom. If they are first cousins, then the mom would be your second cousin and her daughter would be your third cousin

If you are thinking of becoming better friends with her, go for it, as long as both sides of the family are for it.
The only cousin dating /marriage relationship that is illegal most places in the USA is a 1st cousin, which would be your mom or dad's niece.
