it is called the moro reflex - - if you notice new born babies they will first throw their hands out and then gather them together- it is a throw back to when in times of distress man/animal would throw their arms out to grab their parent for protection. Some people retain this startle relfex stronger and longer than others.

its an holdover from the distant past. most creatures that are slow to react from whats happening around them don't last too long.
